The legislation applies only to people who have already been officially residing in Germany for a minimum of six months. This restriction excludes travellers (and newcomers in general) from lawfully acquiring or owning cannabis in Germany.Regular people who smoke would profit, but occasional users would wrestle to buy it legally and tourists might
